Paving Just Upriver From Kenner

Asphalt paving in St. Rose serves a riverside community just across the line from Jefferson Parish. St. Rose is a census-designated place on the east bank of the Mississippi in St. Charles Parish, about two miles north of the Jefferson Parish border, at about 10 feet of elevation. It grew from 1,099 residents in 1960 to 8,122 in 2010 and had 7,504 in 2020.

Long history

The LaBranche Plantation's main house was built in 1792; it was destroyed in the Civil War, but the dependency house, a garconniere, survived. In 1880 Palmer Elkins invited freedmen and their families onto his land, founding the community known as Elkinsville or Freetown.

Driveways from the growth years

Much of St. Rose's housing came between 1960 and 2000. Driveways from those decades often need replacement or resurfacing.

Industry and trucks

St. Charles Parish's river corridor is home to industrial plants and the trucks that serve them. Commercial and industrial lots need thicker sections where trucks travel.

Ground

At about 10 feet, St. Rose sits on natural levee ground near the river, firmer than lower land toward the lake, though soft spots still turn up.

Permits

St. Rose is unincorporated, so St. Charles Parish rules apply on parish roads, and Louisiana DOTD on state highways.

Costs

HomeGuide puts a 400-square-foot driveway at about $2,000 to $4,800 nationally; commercial lots run about $2 to $4.50 per square foot (HomeAdvisor).

Upkeep

Once the asphalt cures, sealing every few years and filling cracks before they widen keep water out of the base.
